Overview: The Modern Two-Step Navy BCA Protocol
The United States Navy utilizes a standardized Body Composition Assessment (BCA) as the first component of the semi-annual Physical Readiness Test (PRT). Designed to evaluate operational physical readiness and reduce health-related risks, the assessment follows a sequential two-step methodology instituted to provide equitable, scientifically supported evaluations across varied body structures.
Waist-to-Height Ratio (WHtR)
Universal preliminary screening administered to all service members.
- Rounded Waist ÷ Rounded Height
- Pass Threshold: WHtR ≤ 0.5499
- Step 2 Required: WHtR ≥ 0.5500
Height-Waist Difference & Weight
Secondary authorized evaluation for personnel exceeding Step 1 parameters.
- Difference = Height (in) − Waist (in)
- Cross-referenced with Body Weight (lbs)
- Guide-4 Table-2 (Men ≤ 26%) / Table-3 (Women ≤ 36%)
Step 1: Waist-to-Height Ratio (WHtR) Screening
Governed under OPNAVINST 6110.1L CH-1 and detailed in Guide-4 (June 2026), the Waist-to-Height Ratio serves as the primary screening threshold for active duty and reserve personnel. Unlike raw body weight or body mass index (BMI), which often penalize service members with substantial muscle mass, WHtR isolates central abdominal adiposity relative to skeletal stature.
The official protocol mandates standardized measurement rounding:
- Standing Height: Measured barefoot or in socks on a hard, flat surface, rounded UP to the nearest 0.5 inch.
- Waist Circumference: Measured at the umbilicus landmark parallel to the deck at the end of normal expiration, rounded DOWN to the nearest 0.5 inch.
- Calculation:
WHtR = Rounded Waist (in) / Rounded Height (in)computed to 4 decimal places. - Standards: If WHtR ≤ 0.5499, the member passes Step 1 and is within BCA standards. If WHtR ≥ 0.5500, the member must proceed to Step 2.
You can test your ratio directly using our interactive Navy BCA Calculator on the homepage.
Step 2: Authorized Circumference Assessment & Height-Waist Difference
Personnel whose Step 1 Waist-to-Height Ratio exceeds the preliminary screening cutoff (0.5500 or greater) proceed to Step 2. Under Guide-4 Section 3, Command Fitness Leaders calculate the Height-Waist Difference:
This differential value is cross-referenced alongside the member’s body weight (rounded to the nearest whole pound) against official Guide-4 tables:
- Table-2 (Men): Maximum allowable body fat standard is 26%.
- Table-3 (Women): Maximum allowable body fat standard is 36%.
⚠ Official Source Verification Notice
Quality & Trust Standard: While Step 1 WHtR thresholds and the Height-Waist Difference formula are fully verified under OPNAVINST 6110.1L CH-1, primary source verification by a Command Fitness Leader (CFL) is required for full Table-2 and Table-3 weight intersections. We do not interpolate or approximate official lookup tables without verified source tables.
Standardized Measurement Protocol
Accurate assessment demands precise anatomical measurement technique. Inaccurate tape placement or improper breathing control can significantly skew readings. To review the anatomical landmarks, tension criteria, and level placement rules, consult our comprehensive Waist Measurement Protocol Guide.
